Question:

What does the symbol  used in the package drawings mean?

Answer:

This is the coplanarity of the bottom points of the terminals with respect to the seating plane. For details, see Geometric tolerance of IC package outline drawing.
This concept used to be expressed by using the symbol for terminal flatness . However, because this expression is not suitable for BGA packages, we are now using the symbol  as a unified symbol. In terms of vertical tolerance, these expressions mean the same thing.
