This is a circuit that fixes the output by outputting input data as is while gate input is active and by holding the input data at that time when the gate input is inactive.
For example, this circuit is used as a function to separate an address from data and hold it (address latch) for a microcontroller that uses time-division alternate function pins for addresses and data.

In this case, a latch is necessary because the alternate function pin has already not output an address when a data access (read or write) is performed.
In this example, an address strobe signal is input to a gate.
